Passport Delivery Rules are clear now
Important Update: Passport delivery is address- and addressee-specific. The passport must be delivered only to the passport holder (addressee) at the registered address after proper identity verification. It should not be redirected to another address. If delivery is not possible, the passport must be returned to the sender as per the prescribed procedure. Post office will deliver passport to addressee by the postman at the doorstep
