Respected Sir/Madam,
I humbly wish to draw your kind attention to certain concerns regarding the limited promotional opportunities available to employees in the Department of Posts.
1. Apart from the Inspector post, there is no other post through which one can appear for the examination.
2. All the Postal and RMS Accountants working in post offices are not receiving any financial benefits, even though it is a circle-based examination.
3. In comparison to other departments, the promotion structure in the Department of Posts is relatively limited. Employees in other departments receive promotions every 3 or 5 years, whereas in our department, the situation is quite the opposite. As a result, employees are falling behind in their career growth.
4. In the Postal Accounts Office, even a Multi-Tasking Staff (MTS) at Level 1 can appear for the Lower Division Clerk (Level 2) examination through the Limited Departmental Competitive Examination (LDCE), which was conducted recently. Thereafter, they become eligible for promotion to Junior Accountant (Level 5), then Senior Accountant (Level 6), and can eventually reach Assistant Accounts Officer (AAO) (Level 8). At each stage, their pay level increases after a specific period, such as 3 or 5 years.
5. However, in the Department of Posts, employees such as MTS, Postman, and Postal Assistant have to wait approximately 13, 11, and 9 years respectively to reach the level of Assistant Accounts Officer (AAO) (Level 8), mainly due to the absence of examinations for Level 5 and Level 6 posts within the department, except for AAO.
6. The work carried out in the Departmental Accounts (DAP) is entirely linked to post office operations. In fact, post office employees possess better practical experience and knowledge, enabling them to efficiently handle responsibilities associated with posts like Junior Accountant and Senior Accountant, often more effectively than newly recruited candidates.
Request:
In view of the above, I humbly request that a certain percentage of posts, such as Junior Accountant and Senior Accountant, may kindly be made available to employees of the Department of Posts through limited departmental competition Exams i.e. from Postal assistant to Junior Accountant as well as Senior Accountant in Postal Account Offices . This would not only enhance career progression but also improve overall efficiency by utilizing experienced personnel.
