Please see the note below Rule 153 of Postal Manual III regarding concession to leave office to Muslim Staff during the month of Ramzan who observed fast.

  1. India Govt. Postal Manual Vol-III Rule 153 Note says:-

    "Heads of offices may, where possible, grant permission to Muslim employees who observe a fast during the month of Ramzan (Ramadan) to leave office at 4 P.M. by altering, as far as can conveniently be done, their hours of duty in administrative offices as well as in post, telegraph and RMS offices."

    This is entirely inappropriate and constitutionally questionable. Public service and national interest are supreme- can't be compromised for observing religious practices.

    There is no any other official Central Government service rule or generalized provision in the central civil service (e.g., CCS Rules, CCS Conduct Rules, or Departmental Service Rules) that allows similar relaxation specifically to Muslim employees of the Government of India to reduce duty hours or leave early during Ramadan- similar to the Postal Manual’s Rule 153 Note.

    Ministry of Communication should take a note of this note. Totally wrong. Totally unconstitutional. 👎
