TIPS 7 ON THE TERMS RELATED TO PAY

   

EXPLANATIONS REGARDING PAY RELATED TERMS

 

Pay: Pay means the amount drawn monthly by a Government servant as (i) the pay , other than special pay or pay granted in view of his personal qualifications, which has been sanctioned for a post held by him, or to which he is entitled by reason of his position in a cadre

 

(ii) overseas pay, special pay and personal pay

 

(iii) any other emoluments which may be specially classed as pay by the

President                           [FR. 9 (21) (a)]

 

Personal pay:  Additional pay granted to a Government servant to save him from a loss of substantive pay due to revision of pay or due to any reduction otherwise than as a disciplinary measures or on other personal consideration                                                           [FR.9 (23)]

 

Special pay means an addition, of the nature of pay, to the emoluments of post or of a Government servant granted in consideration of

(a) the specially arduous nature of duties or

(b) a specific addition to the work or responsibility.     [FR.9 (25)]

 

After implementation of Seventh Pay Commission, the concept of Special Allowance was introduced. Orders regarding Special Allowance / Special pay are available in Appendix 8 of FR & SR.

 

Substantive pay means the pay other than special pay or personal pay or emoluments classed as pay by the President under Rule 9 (21) (a) (iii), to which a Government servant is entitled on account of a post to which he has been appointed substantively or by reason of his substantive position in a cadre.                                                       [FR.9 (28)]

OR

Substantive pay means the pay defined under Rule 9 (21) (a) (i)

 

 

 

Presumptive Pay of a post  when used with reference to any particular Government servant means the pay to which a Government servant would be entitled if he held the post substantively and were performing its duties but it does not include special pay unless the the Government servant performs the work or responsibility in considering of which the special pay was sanctioned..                                                               [FR. 9 (24)]

 

For example: A Postal Assistant who worked as Treasurer of a Head Office was reported to have involved in a criminal case. He was arrested and suspended forthwith. The criminal case was conducted for five years. Finally


he was completely exonerated from all the charges and the Court has ordered to grant full pay and allowance for the period of suspension. The department calculated the pay and allowance as detailed below; Basic pay with appropriate increments + DA + Special pay. Presumptive pay of the post was calculated for the period of five years.

 

Stagnation increment: A Government servant stagnating at the maximum of the Pay Band and Grade Pay or scale in pre-revised pay structure, shall be granted one increment for every two years of stagnation, for revision of pay under CCS (RP) Rules, 2016.                       [GIO No. 7 below FR 22]

Note: After fixing Revised Pay considering appropriate Pay Matrix in the Seventh Pay Commission, additional increments will be granted as follows:- one increment for every completed two years on 01.01.2016.
