Dear Comrades, 
In light of the landmark verdict delivered by the Hon’ble Central Administrative Tribunal (#CAT), #CuttackBench on 17th November 2025 against OA No. 260/00100, 106, 111, 112, 142, 178, 179, 225, 246, 374, & 741 of 2024, it is earnestly urged that the authorities of #IndiaPost take immediate and compassionate action to resolve the thousands of pending charge sheets issued against Gramin Dak Sevaks (#GDS) across the country.
The Hon’ble #Tribunal has made it abundantly clear that the charge sheets issued in connection with the peaceful #strike from 12th to 15th December 2023 were vague, lacked specific allegations of misconduct, and failed to establish any incitement, violence, sabotage, or individual dereliction of duty—prerequisites for disciplinary action under the relevant rules. The CAT has further noted that the disciplinary proceedings initiated on such weak grounds not only violate fundamental principles of natural justice but also impose undue stress and hardship on the #GDS community.
According to the Hon'ble Tribunal, “....the charge sheets issued to the applicants under Rule 10B (Major Penalties) of the GDS (Conduct and Engagement) Rules , 2020 impugned in these OAs are not sustainable in the eyes of law and thus, the same are hereby quashed”
In the spirit of justice, fairness, and administrative propriety, India Post must not compel these low-paid, dedicated rural postal employees to seek legal redress for each and every defective charge sheet, thereby burdening both the employees and the judicial system. Instead, following the clear judicial guidance laid down by the Tribunal, it is both appropriate and necessary that the Department withdraw or settle all similar pending charge sheets suo motu, without pushing the aggrieved GDS into lengthy and costly litigation.
The Gramin Dak Sevaks are the backbone of India Post. Their unwavering sincerity, hard work, and dedication—often under challenging rural conditions—have upheld the goodwill, reach, and reliability of this historic institution. Today, when India Post is transforming itself to meet the aspirations of a digital nation, it is imperative that its most grassroots workforce is protected, motivated, and treated with dignity. Demoralizing this invaluable cadre through unwarranted disciplinary proceedings will only weaken the foundation upon which India Post stands. Instead, by adopting a humane and corrective administrative approach in line with the CAT’s verdict, the Department can send a powerful message of trust, respect, and solidarity to its frontline workforce.
Therefore, we earnestly request the authorities of India Post to:
- Review and close all similar pending charge sheets issued on identical grounds.
- Restore confidence and morale among the GDS community.
- Avoid further litigation, which is both unnecessary and avoidable in the present context.
- Honor the spirit of the CAT verdict and uphold the principles of fairness and natural justice.
Let this moment be an opportunity for India Post to reaffirm its commitment to the welfare of its most dedicated and indispensable workers—the Gramin Dak Sevaks—whose service continues to bind the nation together.

As we know, perhaps this is the first Court Order of its kind in the entire nation till now. Our members are requested kindly to intimate if any such order has been issued by any State earlier.
