Hon’ble MoC reply on AIGDSU CHQ Letter

Dear Shri S.S. Mahadevaiah Ji,

       Please refer to your letter No. GDS/CHQ/DIGIPIN/60/01/2025 dated 22.07.2025 regarding the service conditions and welfare of Gramin Dak Sevaks.


          I have got the matter examined in the Department. It has been informed that since Gramin Dak Sevaks hold civil posts outside the regular civil services framework, their engagement and service conditions do not fall under Article 309 of the Constitution of India, and as such, there cannot be parity between the benefits provided to regular employees and those accorded to Gramin Dak Sevaks. Further, issues related to pension and other associated benefits are currently subjudice.


            It is also informed that there are dedicated schemes in place to ensure the welfare of Gramin Dak Sevaks, including the Service Discharge Benefit Scheme (SDBS), which functions in a manner similar to the National Pension System (NPS) for regular employees, along with GDS Gratuity and GDS Group Insurance. The wage structure and service conditions of GDS are periodically reviewed, with the most recent revision implemented in 2018. Gramin Dak Sevaks are also given financial assistance and loans from the Circle Welfare Fund. Additionally, provisions exist for the induction of eligible Gramin Dak Sevaks into Departmental posts, such as MTS and Postman/Mail Guard/Postal Assistant. The proposal for extending CGHS benefits to Gramin Dak Sevaks was also considered, but was not accepted by the Ministry of Health & Family Welfare.


          Department of Posts remains fully committed to the welfare of Gramin Dak Sevaks and their issues will continue to receive the necessary attention.
