Subject: Implementation of Unified Pension Scheme (UPS) - Claims by past NPS retirees- Reg.

Reference: Department of Financial Services Lr.F.No.FX-11/14/2025-PR dated 22.05.2025.

This is regarding the implementation of the Unified Pension Scheme (UPS) in the Department of Posts for eligible retirees under the National Pension System (NPS).

  1. Vide the letter under reference (copy enclosed), Department of Financial Services (DFS) has reiterated the importance of sensitizing past NPS retirees about the features and benefits of UPS. Attention is also invited to DFS D.O. No. FX-1/3/2025-PR dated 18.02.2025, wherein a list of eligible past retirees was shared with this Department to facilitate preparatory actions.
  2. It has been further informed that the Pension Fund Regulatory and Development Authority (PFRDA) has conducted multiple webinars for nodal officers across Ministries/Departments to facilitate the operationalization of UPS. Webinars/seminars were also conducted for eligible employees, and a Standard Operating Procedure (SoP) has been circulated to all NPS subscribers, including past retirees.
  3. In response to the DFS D.O. dated 18.02.2025, your Division had issued a D.O. dated 07.03.2025 to all Heads of Circles along with list of such retirees, advising them to issue necessary instructions to all Heads of Offices/DDOs to reach out to eligible NPS retirees and inform them about the UPS option.
  4. DFS has now reiterated the need for concerned officers, including DDOs and PAOs, to actively approach eligible past retirees, inform them about the UPS option, and ensure regular monitoring of progress at a senior level.
  5. In this context, as the details of eligible past retirees are readily available at the Divisional level and within their local jurisdiction, it is requested that your Division may kindly take up the matter again with the Heads of Circles. They may be advised to instruct all Heads of Offices, DDOs, and other concerned officers to proactively approach the eligible past NPS retirees and sensitize them about the features and opt-in process of the Unified Pension Scheme (UPS).
  6. The matter is being closely monitored at the level of Secretary (Posts). Therefore, an action taken report may kindly be shared with this Division at the earliest. This may kindly be accorded top priority, as the implementation of the scheme is to be completed in a time-bound manner.
