Subject: Adherence to Rotational Transfer Guidelines and Instructions on Posting to Sensitive Posts - regarding.
Madam/Sir,
I am directed to say that this Directorate is regularly receiving representations/complaints which highlights that several officials continue to remain posted in the same office beyond the prescribed tenure and station tenures or alleged favoritism and preferential treatment in certain Division Offices in transfers/postings. Reports indicate that some officials remain in Division or Circle Offices for prolonged periods without rotation, while others are subjected to repeated scrutiny or frequent transfers. Complaints are also received that after prescribed tenures, officials are relieved and again after passing some time, they are taken back on attachment basis in the same office/seat/division.
2. In this regard, attention is invited to the Rotational Transfer Guidelines issued vide Directorate letter No. 141-141/2013-SPB-II dated 17.01.2019, which prescribe a post tenure of three years and a station tenure of six years. Further, consolidated instructions regarding identification of sensitive and non-sensitive posts in the Department of Posts have been issued vide Directorate letter No. 4-7/2009-Vig. dated 02.04.2025.
3. Accordingly, all Circles are hereby requested to strictly adhere to the prescribed Rotational Transfer Guidelines and the instructions on posting to sensitive and non-sensitive posts, and to ensure transparency, fairness, and uniformity in all transfer and posting matters.
4. This issues with the approval of the Competent Authority.
