A humble suggestion for early implementation of Technology-enabled POSB Account Opening at Branch Post Offices


With the Department of Posts already moving towards Aadhaar-based e-KYC and digital POSB services, I would like to place a small suggestion for consideration by the competent authorities.
At Branch Post Offices, BPMs currently have to handle multiple stages of processing, including generation of reference/F-numbers and subsequent data entry. Wherever the same information has to be entered again, it creates duplication of work and additional workload at the field level.
It may therefore be considered whether DARPAN/Dak Mitra can be further upgraded and integrated with the POSB/CBS platform so that the customer information captured once at the point of service automatically flows into the relevant system.
In the next stage, POSB Savings Account opening at BO level may be enabled through an Aadhaar-based biometric or approved Face Authentication/e-KYC process, subject to all prescribed KYC, AML, security, consent, audit and regulatory requirements.
Ideally, the BPM should be able to select the required POSB scheme in DARPAN, obtain the customer's consent, complete approved Aadhaar authentication/e-KYC at the point of service, capture the required details only once, and generate the account/CIF and transaction records through an integrated workflow.
This would help to:
• eliminate repetitive data entry
• reduce workload on BPMs
• minimize data-entry errors
• improve data accuracy and traceability
• reduce processing time
• improve customer convenience
• make better use of existing digital infrastructure
A practical approach could be to first introduce this as a controlled pilot in selected Branch Post Offices, evaluate the operational, security and audit aspects, and thereafter consider wider rollout based on the results.
This is not intended to suggest any change in the existing safeguards. Rather, it is a humble suggestion to simplify the existing process through technology while retaining all prescribed controls.
