Subject: Regarding mandatory capturing of mobile number of sender and addressee at the time of booking of accountable mail
This is in reference to this office letter of even number dated 26.09.2023 on the above-mentioned subject.
2. The matter has been reviewed comprehensively in light of operational requirements, customer feedback, and complaints received from various Circles. It has been observed that non-capturing of mobile numbers adversely impacts service quality, particularly in respect of tracking, delivery communication, and customer satisfaction.
3. Accordingly, it has now been decided to discontinue the earlier relaxation which allows the booking of accountable mail without capturing mobile numbers in cases of customer refusal.
4. Henceforth, capturing of mobile number shall be mandatory for all customers, except in the following cases:
a. Addressee mobile number in case of international articles.
b. Addressee mobile number if the articles are addressed to offices (not individual) of
Central Government/State Govt. Departments
Constitutional/Statutory Bodies (e.g. Courts, CVC)
c. Sender mobile number in case of mail posted by the bulk mailers or customers whose identity is already established through contracts.
d. Sender mobile number for articles addressed to CVC under PIDPI.
In all such exceptional cases, the dummy mobile number "1234567890" shall be entered in the system at the time of booking of accountable mail.
5. It is requested to kindly ensure that these instructions are disseminated to all concerned offices and implemented in letter and spirit.
6. This is issued with the approval of the Competent Authority.
